Quebec CNESST First Aid Room Audit Tool

Quebec First Aid Room Audit Tool

Facility Compliance — First-aid Minimum Standards Regulation (CQLR, c. A-3.001, r. 10) — CNESST

👋 Welcome to the First Aid Direct Facility Audit Tool. Use this interactive checklist to conduct your facility inspection on your device, or click print to generate a perfectly formatted paper log for your compliance records. This tool applies to large or high-risk facilities in Quebec requiring dedicated first aid treatment spaces.

*These requirements are based on the First-aid Minimum Standards Regulation (CQLR, c. A-3.001, r. 10), administered by the CNESST. Standard wall-mounted kits are not sufficient for establishments exceeding 100 workers, or high-risk sectors operating at scale.
⚠️ Quebec makes a critical distinction between a "First Aid Area" and a "First Aid Room". General establishments with 100 or more workers on a single shift must provide a dedicated First Aid Area. However, high-risk sectors (building construction, public works, mining, quarrying, and petroleum) with 100+ workers on site, OR worksites with 20+ workers located more than 30 minutes from medical services, are legally required to maintain a fully equipped First Aid Room meeting advanced criteria (Section 21 of the Regulation).

Understanding Quebec First Aid Room Requirements (CNESST)

For large or high-risk facilities operating in Quebec, standard wall-mounted kits are not enough to meet regulatory compliance. The First-aid Minimum Standards Regulation (CQLR, c. A-3.001, r. 10) mandates specific physical spaces designed to effectively triage and treat injured workers, ensuring business continuity and proper risk management.

For general establishments with 100 or more workers on a single shift, employers must provide a dedicated First Aid Area. This space must be accessible, clean, well-lit, and ventilated. It must be equipped with essential clinical furnishings including a stretcher, table, chairs, running water, soap, and comprehensive first aid supplies (typically scaling beyond a standard CSA Z1220-17 Type 3 Large kit) to manage commercial scale emergencies.

For high-risk sectors—specifically building construction, public works, mining, quarrying, and petroleum—with 100+ workers, or worksites with 20+ workers located more than 30 minutes from a medical facility, the requirements are heavily elevated. These sites must install a Section 21 First Aid Room. This is a fully equipped medical room requiring advanced diagnostic instruments, oxygen delivery systems, airways, an examining table, and specialized trauma equipment. Maintaining these rooms is a critical compliance obligation for safety managers, and regular audits are strictly enforced by the CNESST. This audit tool is designed to help organizations reliably verify their structural and medical inventory against exact provincial statutes.
