*These requirements are based on Ontario Regulation 1101, Section 11 under the Workplace Safety and Insurance Act (WSIA), administered by the WSIB. Any employer with 200 or more workers in any one shift must provide and maintain a dedicated first aid room. This requirement is in addition to Section 10 first aid kits at each separate work area. All first aid room inspections must be conducted at minimum quarterly and logged accordingly.

Ontario First Aid Room Requirements: What Employers Need to Know

Under Ontario Regulation 1101 of the Workplace Safety and Insurance Act (WSIA), any employer with 200 or more workers present in any single shift is legally required to provide and maintain a dedicated first aid room. This obligation is administered by the WSIB and applies regardless of industry. The first aid room requirement is in addition to the Section 10 first aid kits (with stretcher and blankets) that must be maintained at each separate work area throughout the facility.

The Section 11 first aid room must contain a specific set of instruments, dressings, and furnishings prescribed by the regulation. Required instruments include dressing scissors, dressing forceps, safety pins, a graduated medicine glass, tongue depressors, and cotton-tipped applicators. Required dressings include adhesive dressings, sterile gauze pads, gauze bandages, adhesive plaster, absorbent cotton, triangular bandages, splints of assorted sizes, and splint padding. Required furnishings include hot and cold running water, three washbasins (preferably stainless steel), one instrument sterilizer, one cabinet for surgical dressings, one enamel foot bath, one sanitary disposal receptacle with lid, one portable Section 9 first aid box, one curtained couch or private cubicle, one stretcher, and two blankets.

The first aid room must be in the charge of either a Registered Nurse or a worker holding a valid Standard First Aid Certificate from a WSIB-approved training provider, who works in the immediate vicinity and whose other duties do not adversely affect their ability to administer first aid. The attendant's certificate must be prominently displayed inside the room. The Section 11 requirement applies for every shift in which 200 or more workers are present — including after-hours, weekend, and overnight shifts. All first aid rooms and boxes must be inspected at minimum quarterly, with each inspection logged on the inspection card. Training must come from a WSIB-approved provider; certificates from unapproved organizations do not satisfy Regulation 1101.
