Understanding BC Workplace First Aid Dressing Station Requirements

In British Columbia, first aid dressing station requirements are governed by Part 3 of the Occupational Health and Safety (OHS) Regulation and Schedule 3-A β€” Minimum Levels of First Aid, administered by WorkSafeBC. Significant amendments took effect November 1, 2024, introducing updated criteria for dressing stations, aligning supply standards with CSA Z1220-17, and adding new BC-specific requirements including portable oxygen access for all workplaces with Intermediate or higher attendants, tourniquet requirements, and supplemental PPE provisions for dressing stations where first aid kits are not co-located.

A dressing station β€” distinct from a portable first aid kit and less comprehensive than a first aid room β€” is determined by a written first aid assessment. Under Schedule 3-A Table 3-1, a dressing station is typically required for non-remote workplaces with 100 or more workers per shift at a low hazard rating. Workplaces with the same worker count at a moderate or high hazard rating generally require a full first aid room. Every employer must document a first aid assessment for each workplace, considering worker count per shift, workplace hazard rating, and distance from emergency services. The assessment must be reviewed annually and whenever operations change significantly.

Dressing stations must occupy a minimum area of 4.2 mΒ² (48 sq. ft.) β€” or an equivalent curtained-off area that provides privacy β€” and be located as near as practicable to work areas, with stretcher-width access. An Intermediate first aid attendant (formerly OFA Level 2) must be designated and on duty for every shift. Unlike a first aid room, a dressing station uses a treatment chair rather than a cot or bed, and carries a more focused set of supplies aligned with the intermediate level of care. Portable oxygen therapy equipment must be accessible at the dressing station on any shift where an Intermediate or higher attendant is required.
