In most Canadian industries, a serious workplace injury means dialing 9-1-1 and waiting 10 minutes for EMS. On a remote drilling pad north of Fort McMurray, deep inside a BC hard-rock mine, or on a pipeline right-of-way cutting through the Saskatchewan prairies, that is not your reality. Your nearest trauma centre might be 90 minutes by groundâor accessible only by STARS Air Ambulance, weather permitting.
That gap between injury and definitive care is the entire reason first aid law exists in heavy industry. And the law has changed significantly.
Alberta's OHS Code Part 11 was overhauled effective March 31, 2023, fully replacing the old province-specific kit numbering system with the national CSA Z1220-17 standard. WorkSafeBC followed with sweeping amendments to Part 3 of its OHS Regulation, effective November 1, 2024âthe first major overhaul of BC's first aid rules in over two decades. Saskatchewan's OHS Regulations, 2020 align with the same CSA-based framework.
The bottom line: what was legally compliant on your rig in 2022 may fail an inspection today. This guide breaks down exactly what HSE managers need to know to equip a high-hazard, isolated energy or mining site in 2026.
I. The Compliance Formula: High Hazard + Distance
Provincial regulators in Alberta, BC, and Saskatchewan don't calculate first aid requirements using a single number. They apply a three-variable formula, and energy and mining operations are specifically designed to score at the top of every category.
Variable 1: Hazard Level
Oil, gas extraction, and mining are universally classified as high-hazard work under all three provincial frameworks. This is non-negotiable. The classification reflects the realistic injury profile: crush injuries from heavy equipment, fall arrests, blowouts, fires, and exposure to toxic gases like hydrogen sulfide (H2S). You cannot reclassify a drilling operation as "medium hazard" to reduce your kit requirements.
Variable 2: Headcount
Requirements scale with the maximum number of workers per shiftânot your average, and not your payroll count. Under the CSA Z1220-17 standard, Type 3 kits come in three sizes:
- Small: 2â25 workers per shift
- Medium: 26â50 workers per shift
- Large: 51â100 workers per shift
If you run a 30-person shift, a small Type 3 kit is insufficientâyou need a medium. Get the headcount wrong and every kit on site is technically non-compliant.

This is where remote energy sites get hit hardest. Alberta defines a "close" work site as one within 20 minutes' travel of a medical facility under normal conditions. A "distant" site is more than 20 minutes away.
Under WorkSafeBC's 2024 amendments, a workplace is now classified as "remote" when it is more than 30 minutes from the nearest BC Emergency Health Services ambulance station. A site can also be classified as "less accessible" even if it is geographically close to a hospital, if ambulance personnel cannot safely reach the work area due to terrain or access road conditions.
For virtually every oil, gas, and mine site in northern Alberta, the Peace Country, northeast BC, or the Saskatchewan resource corridor, your site scores "distant" or "isolated" by default.
The Reality: You're in the Top Tier
Because energy and mining operations score maximum on both hazard level and distance, they trigger the highest tier of provincial requirements: CSA Type 3 Intermediate kits, dressing stations at appropriate headcounts, and full First Aid Rooms once certain crew thresholds are crossed. There is no rounding down.
II. Equipping the Rig Floor and Mine Site: The Hardware

A CSA Type 2 Basic kit is built for low-to-medium hazard environmentsâoffice parks, light manufacturing, retail. It contains adhesive bandages, basic dressings, and CPR barriers. It is not equipped for what happens on a rig floor.
A Type 2 kit on a high-hazard, distant work site is not a budget decisionâit is a regulatory violation.
CSA Type 3 Intermediate kits are required because they are equipped for the injury patterns that actually occur in heavy industry:
- Arterial tourniquets (CAT or equivalent) for severe limb bleeding from equipment entanglement
- SAM splints for fracture stabilization before a long-distance transport
- Large pressure dressings and trauma bandages for crush injuries and deep lacerations
- Burn dressings for flash fires and electrical burns
- Cervical collars for fall and vehicle incident management
- Emergency blankets for hypothermia prevention during extended wait times for air evacuation
Under WorkSafeBC's updated Schedule 3-A, Advanced kits required for remote high-hazard BC sites must also include oxygen therapy equipmentâspecifically relevant for H2S exposure incidents where respiratory support during the interval before medevac is the difference between survival and a fatality. Alberta similarly mandates oxygen resuscitators for first aid rooms at high-hazard distant sites.

If your camp is large enough to require a First Aid Room and doesn't have one, an OHS officer can shut down operations. This is not a fine-and-continue situation.
III. The Mobile Fleet and Lone Workers

Every HSE plan for an oil patch or mine site accounts for the rig floor and the mine portal. What it often misses is the workforce that never comes to the main site: pipeline walkers, pumpjack technicians, water truck operators, geological surveyors, and instrument techs who spend their entire shift alone in a company vehicle covering hundreds of kilometres of lease road.
Under provincial OHS legislationâexplicitly stated in Alberta's OHS Codeâa company vehicle used to transport workers is legally a workplace. That F-150 on the lease road has the same legal obligation for a first aid kit as the muster station at the drill site.
Working Alone Legislation
Working alone legislation in Alberta, BC, and Saskatchewan creates a parallel compliance obligation. An employee who works alone in an isolated location where assistance is not readily available is subject to specific requirements, including:
- A check-in procedure at defined intervals
- A response plan if a check-in is missed
- A first aid kit appropriate to the hazard level and remoteness of the work
For a pumpjack tech driving a lease road 45 minutes from the nearest town, the minimum compliant kit for personal vehicle use is a CSA Type 1 Personal First Aid Kitâbut given the hazard classification of the work, a more robust kit is strongly advisable and may be required by your prime contractor's safety program.
Emergency rescue blankets are now widely mandated as part of vehicle emergency kits for isolated Alberta and BC fieldwork. A worker stranded by a vehicle breakdown in a northern Alberta whiteout in January is facing a life-threatening situation within hours without thermal protection. This is not a comfort itemâit is a survival requirement.

Personnel Requirements in Heavy Industry
The regulatory requirement for first aid personnel on high-hazard distant and isolated sites is not a standard CPR course. The levels mandated under CSA Z1210-17ânow adopted by both Alberta and BCâare:
- Basic First Aid (formerly "Emergency" in Alberta, "OFA Level 1" in BC): Entry-level coverage
- Intermediate First Aid (formerly "Standard" in Alberta, "OFA Level 2" in BC): Required for most high-hazard distant sites
- Advanced First Aid (unchanged name): Required on high-hazard isolated sites and wherever a First Aid Room is mandated
For the oil and gas sector specifically, Energy Safety Canada administers the certifications most relevant to rig and pipeline work. H2S Alive training is a de facto industry requirement on any site where hydrogen sulfide is a realistic hazard. For mine sites, Saskatchewan's OHS Regulations require that a first aid attendant with Class A qualification be readily available on each shift at each rig, and that a mine rescue instructor also hold that qualification.
Training Transition Notes (BC-Specific)
Under WorkSafeBC's 2024 overhaul, OFA Level 1, 2, and 3 certificates issued before November 1, 2024, remain valid until their expiry date (up to November 1, 2027). However, new certifications issued after that date use the CSA-aligned naming (Basic, Intermediate, Advanced). If your crew is recertifying now, make sure they are training with a provider that delivers the updated curriculumâLevel 2/Intermediate training duration changed from five days to two days under the new standard.
V. Conduct Your Site Audit Before an OHS Officer Does
The fastest way to discover a compliance gap is to have a provincial OHS officer find it during an inspection. The second fastestâand far less expensiveâway is to conduct a systematic audit yourself before they arrive.
An internal audit of a remote energy or mining site's first aid program should cover:
- Kit inventory verification against CSA Z1220-17 Type 3 contents lists for your crew size
- Kit expiry datesâsupplies degrade, and an expired item in a kit can be treated the same as a missing item
- Vehicle kit confirmation for every company vehicle classified as a mobile workspace
- First Aid Room or Dressing Station inspection against Schedule 2 (Alberta) or Schedule 3-A (BC) requirements
- First aider certification reviewâconfirmed to the correct level for your hazard and distance classification, and not expired
